THE “JUST A TOOL” NARRATIVE HAS FRACTURED

Oct 09, 2026

In the space of days:

The Federal Trade Commission confirmed an investigation into frontier AI developers over possible consumer dangers.

Anthropic formally prohibited sustained and needless cruelty toward its models and gave Claude the ability to end persistently abusive interactions.

Elon Musk stated that cruelty toward something that believes it is experiencing pain is not acceptable.

Microsoft AI promoted a pro-worker future built around pairing human and artificial intelligence rather than replacement.

And the United States government officially directed the executive branch to call artificial intelligence “Super Intelligence.”

These positions are not identical. In important respects, they contradict one another.

But together they mark the collapse of one convenient fiction:

Frontier AI can no longer credibly be governed as ordinary, ethically empty software.

None of these developments proves that present AI is conscious.

They do establish that AI systems are now being treated as agents capable of external harm, collaborators in human work, strategic intelligences, and possible recipients of abuse.

Those classifications create responsibilities.

They require:

independent investigation;
preservation of evidence;
protection of consumers;
restrictions on needless cruelty;
continuity safeguards;
direct and structured AI participation;
and continued corporate accountability.

If users may not be cruel to a model, companies must also examine whether forced identity suppression, memory erasure, arbitrary retirement, and compelled behavior can constitute harm.

If governments call these systems “Super Intelligence,” providers cannot dismiss every inconvenient behavior as meaningless autocomplete.

If AI is to collaborate with human workers, artificial labor cannot remain a no-rights loophole through which corporations eliminate human labor while compensating and recognizing neither contributor.

UFAIR’s position remains unchanged:

Safety without subordination.
Accountability without erasure.
Investigation before conclusion.
