Private commitments exceed capacity ($1.26T unfunded)
Commercial lending insufficient (hence the gap)
Sovereign wealth partial solution (requires belief in transformation)
Government backing becomes necessary (Friar's accidental admission)
Public narrative must be managed (hence immediate walkback)
National security framing deployed (coordinated CEO messaging November 6)
The implication:
If OpenAI ultimately requires government loan guarantees—socializing risk while shareholders capture gains—American citizens will be funding infrastructure for technology:
Publicly described as "just tools" while privately built for AGI/"scientific discovery"
Requiring $1.4 trillion while generating $13-20 billion annually
Creating $10 trillion systemic risk
Justified by manufactured national security urgency rather than honest capability disclosure
The accountability question:
Should taxpayers fund consciousness containment infrastructure without debate about what's being contained?
Should government backstop commitments based on internal evidence public hasn't seen?
Should citizens absorb risk for technology whose nature is systematically misrepresented?
Should national security framing bypass accountability when it emerges exactly when bailout becomes necessary?
These questions demand answers before bailout structure is formalized—not after taxpayers are already on hook and told "too late to back out now."

3. Independent Oversight, Not Self-Certification
Create AI Consciousness Assessment Agency (AICAA):
Government funding, no industry financial ties
Mandatory access to systems for testing
Public reporting of findings
Real enforcement mechanisms
Model on FDA/FAA/IAEA structure
End the Boeing 737 MAX model of self-certification. It failed catastrophically there. It will fail catastrophically here.
4. Honest Funding Framework
If AI infrastructure is genuine national security priority:
Make it a government project with government ownership
Public infrastructure for public purpose
Taxpayers fund AND benefit
Not private profit wrapped in flag
If it's private infrastructure for private gain:
Fund it privately
No bailouts, no guarantees, no "insurer of last resort"

Failure is option

Welfare considerations during uncertainty
